Aggressive Car or Absent Minded Driver?

Car runs stop light, stops in half the shoulder and waits for me to get close.  Starts backing up until he almost hits me.  I went around and continued.  As he approached from behind, you can see he crossed the shoulder line in a possible attempt to hit me.
