Close pass at bollards

Cycling with front and read flashing lights. Cab driver decides that the best place to pass me is at the narrowest part of the road where bollards are situated and came very close to knocking me off my bike. He could have passed 10 seconds later as there was no traffic. About 100 meters up the road he pulled in anyway.
