Driver of white Ford pickup truck makes unsafe pass of vulnerable road user and allegedly violates state laws protecting vulnerable road users, including, but not limited to, RCW 46.61.110 requiring driver to move completely into the lane for traffic moving in the opposite direction when it is safe to do so.
