How Close KIA Get?

Commuting to to work, I use a number of roads where speed control measures restrict the road width to slow traffic. The cycle lanes is protected by bollards and clearly marked to they are not obstructed. This is great unless a driver decides that blocking the cycle lane and forcing cyclists into the restricted road is less important than them parking right outside their house.
