ND21 VXV causes near-miss by cutting across lanes, while holding fast food

This woman is in the left-turn only lane, as shown by the road markings. She has food in her right hand and is distracted. She doesn't turn left and cuts across in front of me, thankfully I was aware so this was only a near-miss!.
