Seriously, why bother?

While I was slowing as I approached a red light, the car behind just HAD to get by, so he could stop first(?) He squeezed past, so close I knocked on the car, and then cut in to stop at the lights.

With a 1 m rule in effect, maybe he’ll feel the fine was worth it somehow?.
