Y4 TSP – driver looking down at phone

Driver of this big car was not in proper control of the machinery as he was looking down at his phone rather than on the road he was about to pull into.  Weighing in at over 2 tonnes, he should have been responsible and law abiding instead he drove in a dangerous manner.  Intimating.
