Young boys, eBike, 15 mph, sidewalk

As I was waiting to turn left onto a main street in town, two young boys on a small-ish eBike crossed in front of me in the pedestrian crossing. No problem, they had slowed and looked.
But, my rear view video showed them later riding on the sidewalk (not a 'trail') keeping pace with me at about 15-16 mph. Zipping through side-street crossings.
