Crash due to unmarked hose across cycling path

A lady riding in front of me crashed when riding over an unmarked hose crossing the cycling and pedestrian path. She fell and I stopped because we all know "I'm ok" is what everyone says right after an incident. She told me she didn't even see the hose until the last second. Upon checking the video she probably saw the open hose, steered toward the plastic ramp and then fell. With around 4°C there was dew and it may have caused the ramp to be slippery. There were no signs indicating an upcoming obstacle and the hose had the ramps only on the cycling part. Legally possibly ok, but dangerous none the less.
