Driver fails to give way

Myself and 3 other cyclist approaching intersection of keong Rd and Dawn St, I'm leading the group. I see the car opposing lane stopped and indicating to go into Dawn St, I am now indicating with my left arm extended out my (our) intention to turn left into Dawn St. The driver remains stationary momentarily but as I get closer and about to turn left, the female driver moves off and commences her right turn into Dawn St, cutting me off.
