Road curves slightly to the left, it is at this point the driver passes too close. The driver ahead is turning right (as well as two cars ahead of that driver). A parked truck is partially occupying the cycle lane (no issue with the truck, the driver has to park somewhere). At the intersection, another driver has stopped partially in the cycle lane.
