Pull out in front from park gate

Heading downhill past a one way - entrance only gate - a
black Audi 12D27431 decides to pull out from the entry gate to the park, forcing me to stop to prevent a collision. To make matters worse the Audi is entering a cul de sac and proceeds to u-turn seconds later.
