U-turn over a double white line

The driver without warning suddenly pulls out from their parking spot to do a u-turn over a double white line giving little room for the rider to brake and avoid a more serious incident. The rider escaped in this case with just a badly bruised shoulder and hand.

Their excuse "I'm lost and late for an appointment".
